Financial and Budgetary Actions
The Board authorized significant financial measures to maintain town operations and plan for future capital needs:
- Series 2026A Promissory Notes: The Board approved Resolution TBR-17-2025, authorizing the issuance of up to $36,850,000 in General Obligation Promissory Notes for 2026.
- Police Contract Approval: A new agreement for 2026–2027 between the Town and the Grand Chute Professional Police Association was officially approved on November 18.
- Capital Lighting Projects: The Board approved a budget transfer of $31,790.93 to facilitate 2025 CIP lighting projects for the Parks Department.
- Stormwater Infrastructure: Offers to purchase land from several trusts and LLCs were approved to facilitate the construction of the Ridgeview Stormwater detention pond.
Administrative Leadership Recruitment
The Board held several special sessions dedicated to filling critical leadership vacancies:
- Town Administrator: Following a series of interviews on November 24, the Board directed Public Administration Associates (PAA) to proceed with contract negotiations with a selected candidate.
- Finance Director: On November 25, the Board held interviews for the Finance Director position and directed staff to proceed with the hiring process for a preferred applicant.
- Interim Leadership: Greg Peterson continued to serve as Interim Town Administrator throughout these sessions, with the Board discussing long-term interim needs during closed sessions.
Land Use, Development, and Public Works
Several planning and infrastructure items were advanced to support town growth:
- Housing and Subdivisions: The Board approved preliminary plats for the Habitat’s Gillett Street Plat and the Foxport Subdivision. Additionally, RDG Planning & Design presented a draft update of the Town of Grand Chute Housing Study on December 2.
- Land Sale Extensions: Two amendments were approved to extend offers to purchase town-owned land: a 6.4-acre parcel west of North White Hawk Drive and a 5-acre parcel north of West Evergreen Drive.
- WE Energies Easement: The Board approved an easement for WE Energies on Parcel 101059003, stipulating that the town must be compensated an amount approved by the Public Works Director based on an assessor’s valuation.
- Parking and Right-of-Way: The Board approved Ordinance O-10-2025, updating parking and standing regulations, and Ordinance O-09-2025 regarding the maintenance of the public right-of-way.
Public Safety and Community Updates
- ALPR Expansion: The Board authorized the expansion of the Automated License Plate Reader (ALPR) program and approved the purchase of five replacement police vehicles.
- New Personnel: Noah Grimm was officially sworn in as a Firefighter/EMT during the December 2 meeting.
- Community Grants: The Board approved the acceptance of a JJ Keller Grant to support local initiatives.
The John Urban Jr. Matter
The Board received multiple updates and held discussions regarding the ongoing legal and grievance matter involving former employee John Urban Jr.. Attorney Eric Olsen, representing Mr. Urban, requested that the Board allow oral or written statements during its review of the Independent Hearing Officer’s determination. The Board eventually moved to allow Mr. Urban and his attorney to each submit a written statement of up to three pages for consideration during the board’s upcoming deliberations.
The Board’s next regular sessions will continue into 2026 as newly appointed staff members begin their tenures.
