Community Planning and Development
A major milestone was reached with the approval of the Grand Chute Housing Study. The study, developed throughout 2025 with RDG Planning and Design, serves as a blueprint for the town’s zoning code updates.

- Implementation: Findings will be integrated directly into upcoming zoning amendments to streamline residential development.
The Board also authorized a $40,146 purchase of a new GNSS rover and controller from Siler Geospatial. This high-precision equipment is critical for field data collection, utility mapping, and construction staking.
Public Safety: Promotions and Shared Resources
The Police Department celebrated the advancement of eight officers through its career development program. Chief Moss emphasized that these promotions were “earned in the quiet hours,” noting the officers’ extra duties in areas like drug task forces, drone piloting, and crisis intervention.
In a move toward regional cooperation, Fire Chief Jenzi introduced a proposal to share the town’s reserve ladder truck with the Village of Greenville.
- The Agreement: Greenville would house and maintain the $2 million apparatus, using it for structure fires to improve their ISO rating.
- The Benefit: Grand Chute retains ownership and “first right of refusal” if their primary truck fails, while Greenville helps cover maintenance and future replacement costs.

The Board marked the retirement of long-time HR Director Sue Brinkman after 25 years in the profession. To find her successor, the Board approved a $17,300 contract with Public Administration Associates (PAA) for executive recruitment.
However, proposed updates to the Employee Policy Handbook sparked intense debate:
- Nepotism Policy: A proposal to ban family members from working in the same department was rejected after Supervisor Bantis argued it was “going a little too far” and could hinder recruitment in fields like public safety where family traditions are common.

Capital Expenditures and Contracts
The Board approved a series of budgeted 2026 capital projects to maintain town infrastructure:

Public Access and Governance
The Board formally adopted an ordinance discontinuing virtual public comment via WebEx. This decision aims to eliminate duplication, as the town now provides high-quality live streaming via YouTube.
