Key highlights included a comprehensive bonding presentation for upcoming Main Street work and the approval of a 242-lot preliminary plat designed to increase local housing affordability.
Infrastructure and Financial Planning
The Board began preparations for the 2026–2028 Main Street Reconstruction projects, a multi-year effort that will reshape the village’s primary corridor.
- Bonding Strategy: Ariana Schmidt from Ehlers presented a strategy for funding $2.26 million in upcoming projects. The plan involves General Obligation (GO) Notes and analyzed how this new debt would integrate with the Village’s existing financial profile.
- Utility Budgets: Resolution R-25-25 was unanimously adopted, officially setting the 2026 Water & Sewer Utility Budgets.
- Project Closeouts: The Board authorized final payments for two major projects:
- North Mill Street Reconstruction: Final payment of $14,673.93.
- Fountain Court and John Street Project: Final payment of $11,298.30.
Residential Development: “Natures Haven”
A significant portion of the meeting focused on Resolution R-22-25, regarding the Natures Haven Preliminary Plat.
- The Scope: The development is slated to include 242 lots in total, with lot sizes starting at 9,000 square feet. Board members noted that these are intended to be “affordable lots.”
- Board Mandate: After a discussion regarding traffic flow, the Board approved the plat with a specific requirement: the addition of an access road from Highway M.
Public Safety and Administration
- Ambulance and Fire Services: Administrator Nathan Treadwell updated the Board on the transition to separate billing for ambulance charges. The Board expressed support for exploring a new arrangement where the Fire Department would take over the contract with Gold Cross Ambulance.
- Police Department Staffing: Chief Brian Bahr announced that a recommended candidate has been contacted, with an anticipated start date in January 2026.
- Forestry Grant: Public Works Director Aaron Steber highlighted that the Village has secured an urban forestry grant for the 2026 calendar year.
- Wage Resolution: The Board unanimously passed Resolution R-26-25, establishing the wage schedule for the upcoming period.
