Executive Summary

Town Administrator Peterson noted that state Department of Motor Vehicles data recorded 20,700 registered vehicles in Grand Chute in 2025. At $30 per vehicle, the fee is projected to generate approximately $621,000 annually to support municipal road infrastructure.
During the public comment period, resident Jason Van Eperen expressed opposition to the measure. He questioned why a wheel tax was being pursued rather than utilizing debt service or placing facility and road funding options on a public referendum.
Infrastructure, Capital Projects, and Bids
The board acted on a series of public works and capital improvement items:
- Clarity Court Extension (Contract 2026-07): Awarded the roadway and utility extension contract to MCC, Inc. for the base bid amount of $962,569.03. The board opted not to award Alternate A (a $10-acre land re-grading project) due to higher-than-expected bid costs.
- South Nicolet Road Street Lighting: Approved $28,750 for five additional LED street lights on wooden poles along the South Nicolet Road urban reconstruction corridor. Staff reported that even with the lighting inclusion, the overall project remains approximately $302,000 under budget.
- Public Works Storage Building: Approved Change Order No. 2 for additional earthwork, asphalt paving, concrete, and site restoration. The project remains approximately $1.5 million under budget.
- Arrowhead Park Boardwalk RFP: Approved awarding design, bid, and construction services for the pond portion of the Arrowhead Park boardwalk to Graef.
- Street Vacation (TVR 16-2026): Following a public hearing with no public comments, the board approved the final resolution vacating a portion of the West College Avenue frontage road.
Public Safety Facility RFP & Planning
The board reviewed and approved the publication of an RFP for architectural and engineering services for a proposed public safety facility. The RFP structures the scope into five distinct phases, allowing the town to pause or re-evaluate after Phase 2 (schematic design) prior to submitting the project for elector approval at the annual town meeting.
The board approved the RFP with two specific amendments:
- Clarifying that the town intends to utilize the Construction Manager at Risk (CMAR) delivery method for the project.
- Specifying the need for two separate rooms for pre-trial court conferences in the building concept.
Residential & Commercial Developments
- Foxports Subdivision Development Agreement: Approved the final development agreement with TyCore Built LLC for the Foxports Subdivision at W. Grand Chute Blvd. and N. White Hawk Drive. The 21-lot single-family residential development includes a $34,000 lump-sum contribution from the town to resize a stormwater pond serving town-owned Lot 13. Homes will be priced between $300,000 and $365,000, with at least 50% priced at or below $335,000. Restrictive covenants prohibit short-term rentals and corporate ownership.
- Plats Approved: Approved Final Plat FP-03-2026 for Foxports Subdivision and Commercial Condo Plat CP-01-2026 for ZEB LLC at 855 S. Nicolet Road.
- Special Exception (SE-02-2026): Approved a special exception permit for Katallpa Health and Faith Technologies Inc. to operate a nature-based immersion and wellness center at 4741 N. Lindbergh Drive.
Finance Department Restructuring
Finance Director Palmquist presented a request to reinstate a full-time accountant position that had been eliminated during prior budget restructuring. The annual salary and benefits are estimated at $118,500, with 30% allocated to utility funds.
The cost will be offset by discontinuing an unfilled election clerk position ($55,600 annual budget) and sun-setting two upcoming administrative positions in 2027. The town’s external auditors specifically recommended reinstating the position to strengthen internal financial controls and assist with year-end reconciliations. The board unanimously approved the immediate reinstatement.
Licensing & Community Business Items
- Fireworks Curfew Extension: Approved extending the fireworks display curfew from 10:00 PM to 10:15 PM for six weekend Timber Rattlers baseball games to accommodate potential game delays.
- Operator’s License Decision Tabled: The board evaluated an operator’s (bartender) license application for Chelsea Simpson. Police Chief Mass recommended denial based on pending felony drug charges and a recent law enforcement contact on July 8. Simpson testified that she is actively in recovery, has completed multiple counseling programs, and stated that recent law enforcement contact would not result in new charges. The board voted to table the application until the August 6 meeting to allow Chief Mass to verify case statuses with the District Attorney’s office.
- Claim Disallowed (TVR 17-2026): Disallowed a revised property claim from Michael and Paula Friedan (11 Weatherstone Dr.) following a denial recommendation by the town’s insurance carrier.
